Exclusive (not shared) static outbound IPs

Currently, static outbound IPs are shared with other users, which might lead to being blocked because of a misbehaving neighbor using the same IP.
It would be great to have dedicated static outbound IPs that can be used in a project. This would be something like Quotaguard, but built inside Render. All web services within the same project or environment could use the same outbound IP.

Ok Render Devs. WE NEED STATIC IP'S! I'm being limited by what I can do all the sudden and I believe its because you have the entire Range of IP's shared with the entire public. I've paid out thousands for your service and will be forced to move within the next 3-4 days if this isn't fixed.

Provide the ability to create a unique static IP for a service.
This means if I allowlist my service's IP, I'll only allowlist my service, and no other Render services.
